President & Founder
Tom Winn has been involved in the local Sacramento real estate industry since 1979 and his companies have developed over 30,000 home sites during this time. Prior to founding Winn Communities, he co-founded Winncrest Homes, the largest homebuilding company in the Sacramento Valley at the time, which was named Superior California Builder of the Year and received a Western Region Gold Nugget Award. After selling Winncrest Homes to Lennar in 1998, Tom subsequently acted as the Sacramento Regional Director for Lennar, the nation’s largest homebuilder. His developments have received the BIA Community of the Year Award five times. He was inducted into the California Building Industry Hall of Fame in 2002.
Tom graduated from Harvard University with honors in Economics in 1977 and was inducted into the Harvard College Athletic Hall of Fame in 1999.
He is president of the charitable foundation bearing his name and has been involved in numerous industry groups and charitable organizations.
George Carpenter has served as Vice President of Winn Communities since 2005. He manages all project planning and approval activities, provides strategic legal advice, and oversees outside legal counsel. George has secured approvals for numerous master planned development projects throughout the Sacramento region.
With more than 25 years in real estate development and land use planning, George started his career in 1993 in the Sutter County Planning Department. Simultaneously, he attended night classes at Lincoln Law School. In 1999, George graduated, passed the bar, and became an attorney. He practiced law with a local firm for nearly five years, representing businesses, developers, and homebuilders in complex transactions and major land use entitlement efforts.
From 2006 to 2009, George served on the City of Roseville Public Utilities Commission, and in 2018 finished a two-year term as chairman of the Yuba-Sutter Economic Development Corporation. He has also served in leadership roles on several boards of directors for non-profits throughout the region.
In addition to his law degree, George holds Bachelor’s and Master’s degrees in Geography from California State University, Chico.
Chief Financial Officer
Jason Belles specializes in accounting and finance in real estate. He has been involved in the real estate industry for nearly 20 years. In that time he has arranged financing for over $600 million in new homebuilding, single family rental communities, and office buildings. He has arranged several 1031 Tax Deferred Exchange transactions as well. Prior to his position with Winn Communities, Jason spent six years as the Treasurer for Dunmore Homes, one of the oldest private homebuilders in California. In addition to his time in real estate, Jason has consulted and implemented business management software solutions for Column 5 Consulting, a worldwide leader in SAP Management Software. His former clients included VM Ware and PSEG.
Jason graduated with a B.S. in Business Administration - Accounting, from California State University, Sacramento. He also holds a Master’s in Business Administration with a focus on Urban Land Development from CSU, Sacramento. He obtained a California Real Estate Broker license in 2017.
Director of Forward Planning
Daron Anderson has over 30 years of real estate development experience and is responsible for pre-acquisition feasibility, managing project consultant teams, interfacing with public agencies, and implementing large plan area finance plans. He also has experience in land acquisition/disposition and bank-owned asset management. Prior to joining Winn Communities, he served as Director of Project Management for a Sacramento Area land development company and as Chief Operating Officer of an engineering firm, where he oversaw and directed all business operations.
Daron served on the Divisional Board of Umpqua Bank and is the Past-Chair of the Roseville Chamber of Commerce Economic Development Committee. Daron is the recipient of the Placer County Economic Development Private Sector Award and the Roseville Chamber of Commerce President’s Award.
Daron holds a B.S. in Business Administration (Real Estate) from San Diego State University and a Master’s in Human Resources and Organizational Development from the University of San Francisco.
Tony Gon specializes in land use entitlements. He assists in the preparation, submission, and processing of various types of development applications for commercial and residential properties. He is also responsible for coordinating with local, state, and federal agencies. Prior to working with Winn Communities, he worked for the County of Yuba Planning Department for 10 years in various positions, most recently as an Associate Planner. While working at the County of Yuba he gained valuable experience in the day-to-day operations of local planning. Tony has experience in preparing and coordinating development applications, including General Plan Amendments, Specific Plan Amendments, and Changes of Zone.
Tony graduated from California State University Humboldt in 2005 with a B.S. in Business Administration.
David Winn specializes in real estate finance and is involved in the acquisition, strategic planning, and operational management of residential and commercial properties. He underwrites potential acquisitions, models project cash flows, evaluates sale opportunities, and interfaces with external teams to ensure operational excellence. Prior to working with Winn Communities, he was Project Manager of a real estate consulting firm, where he led or contributed on more than 70 research projects for 30 different companies. His former clients include industry leaders such as Aimco, CBRE, Prologis, and TIAA Financial Services.
David graduated cum laude from the University of California, Los Angeles with a B.A. in Economics. He also holds a Master’s in Business Administration with a focus in Finance from the UC Davis Graduate School of Management, where he was inducted into the Beta Gamma Sigma honor society.
Jennifer Carter has 30 years of experience in the legal industry. As a Project Analyst with Winn Communities, she assists with monitoring transactions, drafting and managing contracts, maintaining document compliance, and tracking project status and deadlines.
Prior to working at Winn Communities, Jennifer was a Senior Paralegal in the area of commercial real estate, specializing in SBA lending. She has Paralegal experience with a number of law firms and specialized in real estate transactions, mergers and acquisitions, corporate law, and general business. She also has experience in estate planning, litigation, bankruptcy, trademark, and employment-based immigration law. In addition to her legal background, Jennifer was a proofreader of shareholder publications.
Jennifer graduated with a B.S. in Criminal Justice from CSU, Sacramento. She holds a Paralegal Certificate from the University of San Diego.
Tiffany Harper has over 15 years of experience in business accounting and office administration. She maintains the company’s accounts payable/receivable and payroll, manages records, and ensures daily operations run smoothly. She has also served as Office Manager and Property Manager for 3001 I Street and Executive Assistant to Tom Winn. Prior to joining Winn Communities, Tiffany was a Senior Accountant for KACO New Energy, an Accounts Payable Supervisor for United Natural Foods, and Cost/Procurement Accountant of a manufacturing company.
Tiffany holds an A.S. in Business Accounting and Administration from Sierra College and an A.A. in Early Childhood Education Director Certification from Sacramento City College.
Tiffany is a lifetime member of the CA Association for the Education of Young Children and was a Lead Teacher for both the Nevada City Head Start Program and YMCA Greater Sacramento, where she was also Sub Director.
